Job Summary: Reports to Supervisor, Joint Use of Plant NY. This position has a lead responsibility in managing the third party attachment processing to ensure PSC mandated timelines are met and Avangrid standards and NESC guidelines are being adhered to for safety and reliability of Avangrid electricity delivery. Responsibilities include managing a team of Joint Use vendors responsible for processing pole attachment applications through the entire life cycle of the application. This includes analyzing and interpreting application data in SAP to ensure all steps of the processing are meeting timelines and working with vendors to overcome issues to meeting timelines and ensuring proper vendor resources are in place. This position supports critical Joint Use projects pertaining to field surveys/pole audits which identify attachers on NYSEG and RGE poles. Manages the JPP process and administering pole rental billings for NY. Lead liaison with various internal business areas and third-party affiliates for Joint Use initiatives. Lead independent projects as assigned. Education & Experience Required:

• Bachelor's Degree and 6-8 utility industry experience preferred. Associates Degree and 10-12 years utility industry experience required. Additional Experience: Have in-depth knowledge and experience in third party pole attachments. Major Roles and Responsibilities:
  • Utilize utility industry experience and third party pole attachment knowledge to manage the processes associated with attachment of third party entities' wires or equipment to NYSEG and RGE poles and conduit systems.
  • Update, maintain and ensure accuracy of data in SAP pertaining to third party attachments, rental billings and joint ownership of poles.
  • Lead projects related to pole attachment surveys including managing project timelines, analyzing field survey data, reconciling current attachment data, lead efforts to resolve NESC violations and execute pole attachment rental back billing.
  • Supervises external contractors supporting the Joint Use Survey data project. Responsibilities include: assigning work, analyzing application data in SAP to ensure vendors are processing in accordance to PSC timelines, working with JU vendors to remove roadblocks to ensure PSC timelines are being met. Serve as an SME to vendors pertaining to AVANGRID standards and expectation of application processing. Develops and maintains project schedules for special field surveying initiatives, resolution of NESC violations and other Joint Use projects.
  • Administers the invoicing for Joint Use pole rental billings for all of New York resulting in over $7.5M revenue annually.
  • Develop and provide training to contractors supporting the pole attachment process.
  • Resolve disputes with third parties, residential customers and internal departments.
  • Lead responsibility in collaborating with and effectively communicating with third party attachers to resolve disputes, provide status of applications and develop strategies and project planning to manage third party attachment builds. Skills/Abilities:

      • Query reporting (SAP)
      • Experience with MS Office Suite (Outlook, Word, Excel, Access)
      • Knowledge of Engineering and Operations Processes
      • Knowledge of SmartMap (SM Web) and electric systems
      • Knowledge of accounting/financial practices (PO's, check requests, billing & payments)
