WSP is currently initiating a search for a Permitting Specialist for our Rochester, NY office.

Duties and Responsibilities:

  • Review Project scope and determine applicable permits including but not limited to municipal building permits, variances, special use permits, agency stream, wetlands, PSC Article VII or Part 102, Siting Counsel, Army Corps, Natural Heritage or SHPO consultation, coastal zone development, DOT, FAA.
  • Prepare as necessary the permit or agency application(s) and coodinate with the Project Teams for identification and completion of all required engineering deliverables.
  • Manages progress against plans, performs risk assessment and takes action to mitigate risks.
  • Verifies project adherence to federal, state and local environmental regulatory requirements.
  • Participates in project teams and regular program/project planning, execution and delivery team meetings.
  • Represents the company at public or regulatory meetings.
  • Reviews and comments on proposed laws and regulations as they apply to company operations.
  • Manages or oversees implementation and inspection of wildlife, agriculture or wetland mitigation/management plans and other regulatory requirements of permits which extend beyond construction phase of project.
  • Development and submission of Stormwater Pollution Prevention Plans (SWPPP) for agency approval. Conducts SWPPP inspections, oversees contracted SWPPP inspectors or environmental monitors and conducts environmental inspections at construction projects.
  • Escalates issues to the Client, Project Teams and Agency as required to maintain the Project Schedule.

Job Requirements

Minimum Qualifications:

  • Exercise responsible and ethical decision making regarding company funds, resources and conduct and adhere to WSP's Code of Conduct and related policies and procedures.
  • Proven track record of upholding workplace safety and ability to abide by WSP's health, safety and drug/alcohol and harassment policies.
  • 10+ years of experience obtaining Regulatory Permits with state, federal and municipal agencies to achieve permits to meet project goals and execute schedules.
  • Some positions may also require 5-7 year experience in conducting SWPPP inspections and environmental monitoring for electric projects. - Experienced in FERC or PSC construction project monitoring.
  • Experience as agricultural monitor preferred.
  • Experienced in the drafting, editing and interpreting studies for the development, submission and acquisition of certificates to build or other regulatory filings.
  • Experience working in a team environment to site facilities in the energy sector minimizing environmental, visual and customer impacts considering the companies and projects business requirements.
  • Required Education: Bachelor's Degree in Environmental Engineering, Enviromental Science or related field.

  • PE and/or CPESC Preferred.
