Description:POSITION TITLE: District LeaderREPORTS TO: Director of Community ManagementPOSITION SUMMARY: The District Leader leads and supports Community Leaders and site teams as well as being responsible for the overall supervision of one property where their home office will be located. The Regional Leader has full responsibility for ensuring successful operation and performance of his or her portfolio. Effective personnel management and development, a thorough understanding of the market and affordable housing programs, and high standards for customer service, curb appeal, the physical condition of the properties and operating procedures, are key to successful management of the portfolio and driving the company mission.ESSENTIAL DUTIES (REGARDING SUPERVISION OF HOME BASE COMMUNITY):

  • Establish a rental office procedure. This procedure should outline a process by which the office is maintained and operated in a manner that both fulfills all stated requirements, as well as fits the talents and abilities of the Community Leader.
  • On a regular basis, inspect the building and grounds, noting physical appearance of property, deferred maintenance, and other related data.
  • Inform their Supervisor and on-site personnel of observed deferred maintenance and property deficiencies in writing, noting specific locations, conditions, and recommendations for corrective measures.
  • Review and approve all invoices, monitor accounts receivable and take appropriate action
  • Assist in the budgeting process.
  • Review and approve all move-in files.
  • Monitor and ensure that the community complies with all regulatory and fair housing issues.
  • Interview potential residents and select those that qualify.
  • Confer with their Supervisor on all evictions, lease violations, and special arrangements.
  • As directed by their Supervisor, be responsible for all hiring, job assignments, evaluations, explaining employee duties and responsibilities, and inform operation staff of policies and procedures.
  • Work to minimize vacancies, promote good working resident and public relations, and assure program compliance with applicants and residents.
  • Perform clerical duties.
  • Plan resident activities.
  • Provide community information for monthly newsletter to Property Management Assistant.ESSENTIAL DUTIES (REGARDING SUPERVISION AND SUPPORT OF OTHER COMMUNITIES):
    • Conducts regular visits to properties within portfolio to assess achievement and areas needing development.
    • Works with the Director of Community Management to develop a plan to maintain compliance to all applicable regulatory programs
    • Monitors adherence to abovementioned compliance plan
    • Analyzes specific problems, advises on solutions, and monitors outcomes
    • Assists in the preparation of the annual operating budget, reviews monthly operating reports, and completes monthly variance reports
    • Reviews and approves all expenditures
    • Oversees all property-related marketing and advertising campaigns
    • Works with Maintenance Superintendent to provide oversight to all maintenance functions, including the development and monitoring of preventative maintenance programs in conjunction with the Regional Maintenance Supervisor.
    • Collaborates with Regional Maintenance Supervisor to resolve maintenance issues, evaluate contracts and proposals, and provides recommendations to Vice President of Property Management
    • Ensures implementation of resident services plan
    • Develop strategies to improve performance at the property level
    • Acts as liaison between Director of Community Management and Community Leaders
    • Evaluates site staff performance, including the completion of annual performance reviews.
    • Works with Human Resources Department on staffing needs and employee relations
    • Assesses training needs of site staff and takes appropriate action
    • Evaluates on-going leasing office operations to ensure compliance with best practices, policies, and procedures
    • Monitors apartment turnover to ensure vacancies are filled as quickly as possible
    • Advises and assists Community Leader with evictions
    • Meets with staff or residents to address conflicts and mediate disputes
    • Participates in pertinent meetings involving building/property concerns
    • Completes and reviews all required reports
    • Schedule training and directly train all new personnel at their properties.
    • Inspect both the exterior and interior of the properties on a regular basis
    • Audit all rental information, files, BostonPost information, laundry collection, and petty cash on a regular basis
    • Monitor the accounts receivable and delinquency of the property
    • Recommend new ideas and changes that supports the company's mission
    • Establish Occupancy and waitlist goals
    • Maintain a positive attitude which supports team performance and productivity.
    • Work with Development and Construction Teams in conjunction with Director of Community Management on new acquisitions, new construction, and rent-ups, as necessary
    • Additional duties as needed or assigned.. Requirements:KNOWLEDGE AND SKILL REQUIREMENTS:
      • Bachelor's degree or equivalent from a four-year college or five years related experience and/or training; or equivalent combination of education and experience.
      • the ability to work well with others, good communication skills, good computer skills; and the ability to multi-task and meet deadlines.
      • Prior management experience is required.
      • Tax Credit Compliance Certification (or equivalent) and Certified Occupancy Specialist Certification (or equivalent) required with additional compliance certifications preferred.
      • Certified Property Manager (CPM -) or Accredited Residential Manager (ARM -) designation is preferred.
      • LIHTC, Project based Section 8 or 236, and/or RD hands on experience extremely beneficial. BostonPost, Fair Housing, and ADA knowledge is helpful.TYPICAL PHYSICAL DEMANDS:
        • Regularly use hands to manipulate writing instruments, controls, phones, calculator keypad, and computer keyboard.
        • Frequently stand, reach with hands and arms, climb, balance, and stoop.
        • Sit and stand to do clerical work.
        • Walk, climb stairs during routine site visits and inspections.
        • Regularly lift and move office supplies up to 20 lbs.TYPICAL WORK CONDITIONS:
          • Work is performed primarily in an office environment; however employee will frequently tour properties, inspect apartments, walk grounds, and be exposed to the outdoors.
          • Employee frequently interacts directly with residents and other staff members during the workday.
          • Employee must have a valid driver's license and own a vehicle.
          • Travel of approximately 20% is required.
