Job Description:

FUNCTION: Hands-on, strategic thinking professional responsible for the overall fiscal, personnel and administrative well-being of the Urban League of Rochester and its Affiliates. REPORTS TO: President and CEOFULL TIME / PART TIME: Full Time MANAGES/COACHES: Accounting Manager, Program Accountants, A/P & Rep Payee Specialist, HR/Payroll Manager and Facilities Supervisor/Procurement SpecialistRESPONSIBILITIES:Accounting and Finance:1. Manage the accounting and finance functions of the overall organization, including general ledger and funder program accounting, cash management, budgeting, accounts payable, accounts receivable. 2. Direct responsibility for managing and maintaining banking and financial services relationships. Monitoring, managing and planning for daily cash needs. 3. Planning, organizing, and directing the agency general accounting system.4. Direct responsibility for the preparation of annual agency budget and oversight responsibility for program budgets.5. Ensure timely and accurate preparation of monthly internal financial statements for ULR and Affiliates.6. Present monthly financial statements to the Finance Committee and ULR and ULREDC Boards of Directors.7. Monitor organizations investments. Prepare and present investment analysis quarterly to Finance Committee.8. Staff liaison to the Finance Committee, Human Resource Committee, Audit Committee and Board of Directors9. Responsible for coordination of the Agency's annual fiscal audits for ULR and Affiliates. Coordinate program/funder audits as needed.10. Monitors program activity for compliance with laws and regulations as required by the funding source as outlined in the program contracts.11. Oversight responsibility for program budget preparation, monitoring and communicating financial status to appropriate program staff. 12. Oversight responsibility for submission of documents to funding sources for reimbursements.13. Oversight responsibility for the Consolidated Fiscal Report on an annual basis and other program reports as required by the funder.14. Responsible for the accurate completion and timely submission of all tax returns and other regulatory reporting requirements for ULR and Affiliates.Facilities and Procurement:15. Oversee the daily agency administrative functions of the overall organization, including procurement, facilities maintenance, security and reception. 16. Identify agency cost saving initiatives. Prepare and manage request for proposal process for identified areas. Review and negotiate contracts, services and leases. 17. Responsible for the maintenance of adequate insurance coverage for ULR and Affiliates.Payroll:18. Manage the payroll functions of the overall organization, including preparation of payroll for all employees, contractor and student payrolls, monitoring and maintenance of employee benefits, and other payroll-related functions.19. Planning, organizing, and directing the agency payroll system.20. Protect the interests of employees and the organization in accordance with the company policies, laws and regulations. 21. Corporate Compliance:22. Serve as Corporate Compliance Officer, monitoring hotline and reporting to designated Board members on compliance issues.23. Chair the Agency Corporate Compliance Committee.24. Conduct/oversee internal audits determined appropriate by the Compliance Committee. 25. Direct annual training for Board and staff in Corporate Compliance policies.26. Ensure all policies and procedures are up to date as required by OPWDD.27. General Overall Agency:28. Responsible for the development and implementation of a sound internal control structure within the overall organization. Monitoring and updating of policies and procedures as regulations and internal situations arise. 29. Serve as Corporate Compliance Officer, monitoring hotline and reporting to designated Board members on compliance issues.30. Work as a member of the Executive Team to reach consensus on organizational issues and the development of organizational policies. 31. Represent the Agency in the community by attending conferences and other engagements.32. Perform other such duties as the President/CEO may assign.33. Attend/support Urban League of Rochester events and fundraising functions. Minimum of Bachelors degree in Accounting. MBA and/or CPA preferred. Minimum of 7-10 years experience in non-for-profit environment with focus on accounting and human resources functions. Knowledge and understanding of Federal, State and Local accounting and financial reporting requirements. Knowledge of employee benefits administration procedures. Familiarity with civil rights statutes, ADA, ADEA and Title VII; including knowledge of sexual harassment policies and procedures and civil rights compliance. Successful candidate must be a team player and must be able to demonstrate the ability to communicate effectively with others and have a positive, hands-on attitude. Strong interpersonal and customer service skills. Ability to work cooperatively with groups and individuals. Strong supervisory/management skills are a must. Demonstrated experience streamlining processes and increasing organizational efficiency. Demonstrated knowledge and proficiency with Microsoft Office products including Word and Excel.PM19
