Nature of Work
The Management Analyst serves as an internal management consultant
focusing on optimizing law enforcement operations in the Rochester
Police Department. This position focuses on strengthening
management systems and improving services to meet Department and
community needs and expectations. Duties include providing
management support and coordination of services for the Police
Department; delivering analytical and process development
leadership and assistance, project management and collaboration;
and related activities. The Management Analyst reports to the
Police Services Division Captain.
2022 starting wage range is $75,358 to $88,656 with advancement to
$110,822.
This salary will be adjusted when the 2023 contract is
executed.

DUTIES AND RESPONSIBILITIES
The work below is representative of the scope of work performed
within this job classification.
Assist Police Department Leadership and teammates in work that
supports and is guided by the Department's strategic plans and
organizational goals.
Coordinate outside agency activities and partnerships.
Provide management support in budgeting, grants, drafting and
developing Requests for Proposals, equipment assessment and
purchasing, and other departmental concerns while maintaining
budget constraints.
Represent department on task forces, committees and at meetings
with other agencies to identify and clarify questions and issues;
coordinate efforts and projects bringing in appropriate staff and
resources.
Gather, draft and analyze business plans, financial plans and
operating procedures to assist in identifying issues, developing
new strategies and maximizing service effectiveness and
efficiency.
Assemble, manage and facilitate continuous improvement efforts.
Review management data to write reports, document and recommend
changes for
policies, procedures and operations.
Support the Department's data and innovation efforts.
Assist efforts to develop key performance indicators, proper
accountability and management controls.
Chair and participate in projects; manage or work collaboratively
to develop project plans, scope and specifications.
Facilitate discussions and coordinate schedules for meetings and
tasks to optimize execution and minimize disruptions.
Monitor project execution and produce periodic reports to
communicate status in clear and unambiguous terms to
stakeholders.
Ensure project close out is complete and all records and drawings
are retained for long-term reference.
Monitor and maintain appropriate metrics to enable evaluation and
continuous improvement.
Perform other duties as assigned or necessary.
MINIMUM QUALIFICATIONS
Education and Experience
A Bachelor's degree in Public Administration, Business
Administration, Economics, Management, Finance, or closely related
field from an accredited four-year college or university AND two
(2) years of full-time experience in the public sector.
An equivalent combination of related training and experience may be
considered.
Desirable Qualifications
Experience as an administrative or business analyst for a public
sector organization
Experience performing research and data analyses for a law
enforcement agency
