Job Description:
The position will develop longer term, strategic campaigns in
support of Ultra Intelligence & Communications' (I&C) growth
objectives, focused on corporate-level, cross-business unit synergy
pursuits. The individual in this position will use his/her thorough
understanding of relevant defense budget line items, key
influencers, technology, purchasing trends, and spending outlooks
to identify and inform key pursuits, to establish strategic
initiatives for business development and to establish long term
outlooks for technology development and potential acquisitions. The
position will inform key go/no go decisions at both the operational
and strategic business level and coordinate business development
initiatives across the corporation.

- Develop and implement long term business development campaigns
in support of the Intelligence and Communications portfolio
- Lead the development and execution of cross-business area
initiatives to drive the greater Ultra offering into key markets
and grow the Ultra position in key customer missions
- Lead sourcing, awareness and initial outlook of mid and
long-range pursuits for US DoD and International markets,
determining competitive landscape, coordination of cross-business
initiatives and alignment with strategic growth initiatives
- Understand and represent key "circle of influence"
relationships for DoD, government and agency representation for top
BD campaigns and communicate these relationships in a meaningful
way to inform pursuit development for the SBU
- Serve as the key Ultra contact for major government customer
engagements related to developing influence and awareness of Ultra
offerings with leading defense organizations, including leading
innovation directorates
- Ability to represent Ultra in collection, representation and
communication of government and defense relations information to
support corporate government relations efforts on the hill and with
other international gov't offices
- Play a key role in the development of Ultra's multi-year
strategic plan, providing a full market view of target customer
missions, competitive positions and future developments to inform
SBU strategic initiatives
- Provide key business intelligence inputs to technology teams to
ensure technology roadmaps are aligned with customer missions
- Collaborate with corporate cross-functional strategy team in
the use of consolidated tools and methodologies in support of
annual strategic plan competitive intelligence and market
outlook
- Actively participate in the sourcing, development and execution
of strategic M & A targets and objectives
- Serve as leader in proposal development for larger Corporate or
Business Unit level pursuits, developing and leading a staged
competitive review process
- Become am Ultra thought leader, working closely with Business
Unit marketing communications to define thought leadership
campaigns, ensure target markets align with SBU strategic
objectives and advocate Ultra positions in the defense
community
- Support implementation, use and application of CRM to support
business development, forecasting and pursuit outlook to feed both
financial and strategic initiativesRequired Skills &
Qualifications:
- Bachelor's degree in technology or business development related
discipline
- 10+ year's experience in a business development discipline with
sales management experience
- 10+ years of defense operations and organizations, budgets and
market trends
- 8+ years of experience working in the communications and
intelligence technologies with knowledge of key players in the
market space
- 8+ years experience collaborating and working across various
levels of organizations
- 8+ years experience working with business development, proposal
and forecasting processes and methodologies
- Ability to obtain a US Government Security Clearance.
Clearances are granted to US Citizens. Desired Skills and
Qualifications:
- Existing relationships in key government program offices for
intelligence and communications
- Demonstrated ability to grow and manage a targeted pipeline,
establish growth priorities, allocate/manage resources, and
identify potential clients and opportunities beyond the existing
program portfolio
- Exposure to strategic action planning and development of
strategic business initiatives to capture market share
- History of targeting relationships, and using proven methods to
develop a business strategy
- Exceptional communication, cooperation, and inter-personal
collaboration skills
- Experience with bid/no-bid and/or investment decisions
- Technically savvy; working knowledge of tactical
communications, C2I and Cyber
- Experience working key primes, defense agencies and associated
program offices
- Lead/participate in business planning activities including
pipeline reviews, operating plan development, opportunity
collaboration and solution development sessions, and BD lifecycle
gate reviews; participates in black hat sessions, win theme and
discriminator workshops, and proposal writing and reviews.
- Knowledge of US DoD missions in Intelligence and Communications
strategic areas, especially in joint/all-domain C2, intelligence,
and full spectrum of OUSD(R&E) activities
- Detailed knowledge of key CCMD technology requirements and kill
chain-informed capability gaps a must
- Experience working with advanced research, National and Service
laboratories a must
- Knowledge of US DoD procurement processes and
methodologies
- Experience of working with US DoD program management
- Knowledge of C5ISR advanced capabilities and solutions a plus;
experience working with international partners and allies also a
real plus.
- Mastery of critical thinking skills with solid judgment and
strong initiative
- Continuing education and training in relevant capability areas
a real plus
- US DoD program management experience a plus
- A team player with fine-tuned communication and interpersonal
skills
- Mastery of customer relationship skills
- Able to work under pressure with a positive attitude and
prioritize with confidence
