OverviewBergmann an affiliate of Colliers Engineering & Design is seeking a Environmental Planning Project Manager to join the Energy + Environment Practice in New York state. This position includes managing a variety of energy projects primarily solar development and pipelines while also supporting other business practices/disciplines including Land Development, Transportation/Infrastructure and Municipal. This position requires an understanding of the New York State Town Law/General Municipal Law that governs local and municipal zoning approvals (i.e. Site Plan Approval, Special Use Permit) as well as a understanding of federal and state environmental permitting regulations.Responsibilities Serve as Project Manager for a variety of Energy + Environment Practice projects that will oversee all aspects of a project, including client contact, budget control and invoicing, schedule, personnel allocation/planning, public interest facilitation, technical approach, and subcontractor involvement Provide leadership to individuals within and outside Bergmann Plan, organize, and supervise the work and workload of project staff, which may include engineers, architects, designers and technicians Prepare project budget with input and accountability from other project team staff Monitor project costs to ensure that project is delivered within budget, fulfills customer expectations, maintains profitability, and/or aligns with the company strategic objectives Manage the project budget including scope and change orders to new and existing clients Assist Energy + Environment Practice leadership in achieving benchmarks specific strategic objectives Fulfill client manager role for clients in his/her own discipline and market for other disciplines Coordinate with clients, regulatory/resource agencies, local governments Manage technical studies and ecological resource teams with assessments and various natural resource surveys Lead a project team in the preparation and submission of local environmental and zoning permit applications. Attend local and county planning board, town board, zoning board of appeals and Industrial Development Authority meetings to present project applications, respond to local board comments and assist our clients through the local permitting process. Lead a project team in the preparation of, but not limited to, USACE/State environmental permit applications, biological assessments (BA), environmental impact statements (EISs), Environmental Assessments (EAs), Categorical Exclusions (CEs). Respond to permitting agencies regarding questions or comments on applications and project details. Prepare NYS SEQRA documentation including Environmental Assessment Forms and process environmental impact assessment documentation. Write environmental impact statements (EIS) when required. Review wetland delineation reports, threatened/endangered species survey reports, stormwater inspection reports and other environmental reports documenting field findings. Utilize ArcMap, ArcGIS Online and Collector App to collect field data, process field data and create maps for reports. Conduct desktop assessments and feasibility studies of potential project sites. Research federal, state and local zoning and permitting requirements for potential projects. Conduct field work and prepare exhibits in support of Section 94-c large-scale renewables siting applications with NYSORES. Coordinate with regulatory agencies for wetland and stream mitigation planning when required. Responsible for coordinating with project team, including design engineers to ensure permit requirements are met. This may include review of project drawings, confirmation of impact quantity calculations, confirmation of conformance to zoning codes. Responsible for staying up to date on federal and state regulations pertaining to protected natural resources. Attend client specific safety training when required. Establish & maintain positive relationships with co-workers, support and build others on the team and across disciplines/offices Be responsive to others and share information to improve efficiency and help others achieve goals; listen and engage in productive and critical debate.Qualifications Bachelors degree in one of the fields listed above required. Masters Degree preferred AICP certified planner preferred. 5-7 years of experience in natural resources assessments and documentation preferred. 5-7 years of experience in preparing local, state and/or federal permit applications for projects Must be familiar with zoning (site plan review, special use permit, subdivision, variance) requirements in New York State Knowledge of New York State Environmental Quality Review Act (SEQRA) process is required. Knowledge of Section 94-c siting permit process with NYSORES a plus. Experience with NEPA is a plus. Operational knowledge of GIS. Knowledge of online resources to conduct desktop review for natural resources (i.e. NWI, Soil Survey, FEMA, etc.) a plus. Knowledge of and prior experience with Phase I Environmental Site Assessments and hazardous materials sampling a plus.Working Conditions/EnvironmentThis position is approximately 10-20% field based. Fieldwork, with exposure to the elements, potential allergy irritants such as poison ivy, ticks and bee stings, and potentially hazardous materials should be expected. Field related travel will primarily be within NY, however overnight travel and occasional out of state travel will be required.When not in the field, this position requires roughly 80% office work or at on-location meetings with regulatory agencies and jurisdiction-having authorities.
