Full Time 40 hours Grade 057 ISD Clinicals Schedule 8 AM-5 PM Responsibilities GENERAL PURPOSE: Plans, develops, and directs University of Rochester Medical Center (URMC, UR Medicine and its affiliates) institution-wide activities and strategy associated with the implementation of Supply Chain Management and Enterprise Resource Planning (ERP) Information Systems Applications, Implementation and Maintenance Support & Performance Improvement Services. Serves as the advisor and system architect to institutional leadership on policy, procedures, and practice changes as it relates to supply chain management and ERP application solutions and best use of information systems, attends senior leadership forums. Ensures an integrated, operational approach to information systems, implementation support, user adoption and realization of benefits through technology changes. Engages a broad, diverse group of stakeholders, and builds consensus on the technical, functional and workflow design required for the enterprise supply chain management ERP informatics, implementation and post-live, ongoing maintenance and improvement service options. Ensures project target dates are met on-time and within budget. Proactively identifies project risks and develops a risk management plan for mitigating those risks. Strictly manages the project scope. Directs and supervises staff and resources to assure efficient and effective operations. Serves as a member of Information Systems Division's (ISD) Director's team.
SPECIFIC RESPONSIBILITIES:

Under general direction and with considerable latitude for the exercise of independent judgment and initiative: Maintains a broad knowledge of current and future application capabilities and related SCM and ERP systems and other strategic application partners to meet growing demands for information integration and technology. Conducts research and publishes decision point documents for use in the department, end user communities, and governance committees. Develops roadmaps and long-range plans for all SCM ERP software as a service and applications in the assigned enterprise IT portfolio. Fosters relationships with relevant clinical, business, financial and operational leadership Maintains a strong understanding of SCM and ERP innovation, technology and their application to achieve clinical/business objectives and integrates this knowledge with the medical centers' and information system's strategic plans. Establishes strategic alignment by linking IT strategy with URMC's business imperatives and a planning process that communicates effectively about costs, impacts, and reporting. Provides enterprise SCM and ERP solution architecture, systems analysis and area expertise required to support the key operational stakeholders, solution design performance improvement, implementation of enterprise wide systems and new business initiatives. Conducts feasibility studies, prepares analyses and presents recommendations to Hospitals and Medical Center.
Plans, manages, and participates in relevant capital and operating budgeting processes. Maintains an ongoing awareness of project resources in relation to budget plan parameters and rate of spend
for use in decision making and influence in assigned area and across ISD. Formulates and prepares project plans with activities, dependencies, dates and timeframes, resource requirements, milestones and deliverables. Monitors progress of project activities and insures all critical implementation criteria are met and provides status reports to hospital, medical center and integrated delivery system steering committees. Manages project scope and timeline. Approves and or escalates material deviations from scope and plan as appropriate. Provides direction and supervision for assigned areas of responsibility, including onboarding of internal and external resources required to ensure successful project outcomes. Allocates and assigns personnel and technical resources to meet enterprise needs.-- Advises IT senior leaders, relevant steering committees, and other leadership forums regarding the direction of enterprise SCM and ERP system solutions and opportunities, programs, implementation support, user adoption and performance improvement systems and applications and participates on departmental, hospital, and medical center committees. Serves on URMC and IT committees as assigned. Participates in developing and monitoring various metrics of IT systems and support effectiveness and efficiency including up-time, overall performance and capabilities for issue resolution and disaster recovery. Works with IT Service Management teams to develop end-to-end change, incident and problem management processes. Ensures that all incidents are handled in a timely and appropriate manner and acts as a primary point of escalation during critical incidents. Maintains close ties with information systems vendors, assuring appropriate delivery of software, systems, support, and implementation activities as specified in contracts. Fosters a high-performing environment by focusing on inter and intra-team collaboration, employee career development and advancement planning, and leading by example. Actively participates with ISD Directors' team. Collaborates with team on new policy, interpretation, updates and the setting of new department wide initiatives. Makes recommendations on employee engagement, motivation, retention and growth of staff. Keeps informed of all ISD-wide activities and maintains knowledge of all ISD clinical, business and financial-related functions. Offers resources and solutioning when possible to internal ISD Directors and Managers during projects. Assists in the recruiting of designated positions within ISD, especially. EXPECTATIONS:

  • Seven (7) years of progressively responsible and directly related work experience.
  • Ability to communicate effectively at all levels of the organization including with executives, physicians, and across entities with UR Medicine.
  • Ability to demonstrate objectivity, sensitivity, and a balanced perspective regarding employee concerns and organizational issues
  • Ability to establish the strategic direction and business plans for one or multiple functional groups
  • Ability to evaluate contracts and manage vendor service agreements
  • Ability to manage complex project and resources (people, costs, and time) across multiple entities
  • Ability to negotiate and manage contracts and service agreements
  • Ability to use judgment and make sound decisions based on strategy and fiduciary responsibility to the organization, while understanding the true cost of ownership of any IT solution
  • Knowledge of leadership and staff development practices and principles, coaching, talent management, strategies and programs QUALIFICATIONS: Master's Degree in Computer Science or Business Administration, plus 5 years information systems experience and 2-3 years of supervisory experience or project management, preferably in an academic medical center; or an equivalent combination of education and experience. PREFERRED REQUIREMENTS:
    • ERP or Supply Chain systems experience in health care settings
    • 7 years of business analysis experience
    • Ability and initiative to learn new technologies
    • Understanding of full systems life cycle
    • Excellent organizational, time management and project planning/strategizing skills.
    • Experience in leading both technical development and business process application teams and in best practice techniques.
    • Proficient in identifying project needs, setting goals and priorities and milestones to accomplish the final outcome. The ability to function as a team leader in enterprise level projects.
    • Proven ability to work professionally and progressively within a cross-functional team environment
    • Proven business process design and development skills
    • Proven ability to work under pressure, meet and setting deadlines in a fast-paced environment
    • Possess ability to develop team and departmental strategy in alignment with overall organizational strategies
