Vice President of Administration and Finance Reporting to the President, the Vice President for Administration and Finance is responsible for
maintaining the College's fiscal health and efficient administrative functioning. The VP helps evaluate
proposed new initiatives and guides long-term financial planning within the scope of the College's
mission, vision and strategic plan. As a key member of the President's Cabinet, the Vice President of Administration and Finance works as
part of a team to set the overall direction of the College. Consults with the members of the Cabinet on
college-wide issues and works collaboratively to ensure that the college meets its strategic goals. Brings
forward recommendations concerning college-wide cooperative ventures, facilities and allocation of
resources to the Cabinet and to the President. The Vice President of Administration and Finance directs the work of the Administration and Finance
Division, with supervisory responsibility for financial and business services, budget, facilities and grounds,
campus safety, environmental health and safety and enterprise risk management and oversight of the

Qualifications : -- A.-- Educational Background :--Master's Degree in business administration or related field, or Bachelor's degree in business or related field with CPA, CMA or CIA. B.--E xperience :--Five to seven years of progressively responsible administrative positions;
supervisory experience with demonstrated leadership capabilities in planning and managing the financial and physical resources of an organization; experience in higher education administration, preferably in a community college setting; experience in developing and carrying out strategic initiatives. C.-- Special Skills :-- 1. Strong communication and interpersonal skills
2. Creative, visionary approach to addressing current and future challenges facing the college 3. Collegial management style; ability to supervise several units through subordinate managers
4. Collaborative and supportive member of senior leadership team
5. In-depth and up-to-date knowledge of accounting practices and principles, financial reporting and control systems, and cash management and investment strategies
6. Ability to present complex financial material in understandable format; ability to make effective
presentations to groups both within and outside the college
-- --2.-- Essential Functions : 1. Actively participates as a member of the President's Cabinet and assists the President and--
other senior managers in achieving priority institutional objectives identified in the college's--
Strategic Plan 2. Oversees the development and implementation of the College's Resource Management--
Plan; prepares long-range financial planning models to assist with decision-making 3. Oversees the creation and implementation of annual operational plans for the Administration--
and Finance division of the College. Guides the activities of the Administration and Finance--
leadership team and assists directors in achieving priority institutional objectives; evaluates--
progress toward goals and objectives as part of the annual report 4. Oversees the systematic and routine assessment of all Administration and Finance programs and services to measure and plan continuous improvement 5. Serves as the primary contact for SUNY and local, state and federal agencies in
matters pertaining to College financial matters. 6. Works closely with other areas of the college to ensure that physical space is used--
effectively and efficiently-- 7. Develops and maintains financial policies and procedures capable of
supporting the college operation, in accordance with sound financial management principles and--government regulations; ensures that the College's financial policies, procedures and--
activities meet the requirements of the accrediting body; recommends the appointment of an--
independent auditor and assists with the annual audit process 8. Oversees the development of an annual operating budget for the College and ensure that all--
administrators with budgetary responsibilities are provided regular status reports;
reports any deviations or potential problems to the President and recommends corrective action 9. Supports the professional development and training needs of employees in the Administration--and Finance division; makes recommendations regarding staff appointments, promotions, retention,--salary action, and other personnel matters within the division 10. Develops and maintains professional and community relationships to build understanding--and commitment to College objectives among government and community representatives 11. Maintains a safe and secure environment at all College locations; assesses the
College's Emergency Preparedness Plan and oversees regular emergency drills to ensure--
continuous improvement; coordinates the development of business continuity plans to allow the--College to continue operations and recover after an emergency situation 12. Ensures efficient central business services are in place to support the college
operation, including, purchasing, mail, centralized supply inventory, and duplicating 13. Oversees the implementation of an enterprise risk management process to identify and--
manage strategic risks. Mitigates insurable risks through a comprehensive insurance--
program; maintains appropriate liability coverage for all college operations. Provides periodic
reports to the Audit and Enterprise Risk Management Committee of the Board of Trustees 14. Guides implementation of the College's Facilities Master Plan and the Annual--
Capital Improvement Plan. Leads efforts to provide recommended updates to the President, Board of--Trustees and various Ontario County committees 15. Provides periodic reports on the college's financial condition to the President,
Finance Committee of the Board of Trustees and Ontario County's Financial Management Committee 16. Supports and serves as directed as a member of the management negotiating team for contract negotiations with the college's four labor units 17. Serves as the direct supervisor for the Executive Director of the FLCC Association, Inc., and--
serves a member of the FLCC Association Board. Also serves as am officer of the FLCC Wine and--Viticulture Technology Corporation. 18. Completes special assignments as requested
