Job Description:

This position is accountable for managing the Subcontractor(s) suppliers. Key focus areas are cost, schedule and technical performance on Subcontracts for assigned program(s) and for the maintenance of an appropriate relationship with the Subcontractor resulting in successful support of program, division and corporate objectives.


  • Works with the program technical team to manage subcontract statements of work for the procurement of specialized materials, equipment and/or services.
  • Prepares bid packages, analyzes and evaluates proposals, negotiates subcontracts, participates in selection or recommendation of subcontractors, writes awards and administers resulting subcontracts, ensures compliance to all internal and Government (FAR) Procurements Regulations, monitors
  • Subcontractor performance and initiates corrective action measures when necessary.
  • Coordinates additions, deletions or modifications to subcontracts.
  • Accountable for effective supplier evaluation and selection, placement of subcontracts for assigned procurements, supplies or services and for the conduct of supplier relations resulting in successful support of department, division, and corporate objectives. Monitors Subcontractor performance and initiates corrective action measures when necessary.
  • Manages Subcontractor cost, schedule and technical performance to insure meeting Subcontracted Program segment contractual commitments.
  • Responsible for meeting all assigned objectives of the program.
  • Works interactively with engineering in support of the Subcontracts and provides program and segment reporting on Subcontractor status and performance.
  • Monitors program segment activities to ensure compliance with product specifications, performance requirements, schedules and cost commitments.
  • Identifies existing or potential problems in terms of schedule and budget, etc., and works with affected Departments, Subcontractors and or the Customer in resolving or avoiding them.
  • Contributes to the development of new concepts, techniques and standards.

    Essential Functions:

    • FAR, DFARs, and other government procurement regulation knowledge/experience
    • Supplier Management skills
    • Schedule, cost and performance management experience

      Qualifications:

      • Ability to obtain a government TS/SCI clearance required
      • 2+ years of experience with MS Excel, Word, PowerPoint, Project
      • Bachelor's Degree in Supply Chain, Business, Engineering or related field and 2-5 years of experience
      • 6+ years relevant subcontract experience Managing suppliers, assessing supplier performance and reviewing material delivery.
      • Experience working with Federal Acquisition Regulations (FAR), Defense Acquisition Regulations (DFAR) and Truth in Negotiations Act (TINA), Contractor Purchasing System Review (CPSR)

        Preferred Additional Skills:

        • 2+ years of experience in Subcontracts or comparable experience
        • 1+ years of experience in Earned Value Management training and FAR
        • 1+ years of experience with ERP / MRP systems
        • Experience managing business interface between an external Suppliers and an internal customer
        • Background in overall business management including manufacturing operations, contracts, finance and sales leading to understanding of supplier concerns, motivations, and risks
